She is well versed in NEPA documentation, state and federal environmental permitting, and listed species surveys and permitting requirements.
Nancy has extensive experience in habitat restoration and mitigation design and developed and permitted thousands of acres of wetland enhancement and mitigation projects throughout the state. Her past experience working for a Water Management District gives her unique insight into the permitting process. She has built excellent relationships with regulatory staff, scientists, contractors and engineers that increases the potential for successful collaborations. She has more than 31 years of experience in marine and freshwater ecology. Her specialized expertise is regulatory permitting including private development, government agencies, non-profits, and public sector clients. Her experience includes services such as marine studies, habitat assessment and evaluation, water quality studies, ecological assessments, NEPA studies, threatened and endangered species surveys, and wetland mitigation design and monitoring.
Her regulatory experience includes marine-related projects for docks and large-scale marinas, seagrass mapping and assessment, and coral reef natural resource damage assessments and monitoring. State and federal regulatory permitting experience includes roadway and pipeline corridors, large-scale subdivision permitting, project development and environment (PD&E) and habitat restoration studies. Melisa has extensive expertise in permitting and coordinating with FDEP, Water Management Districts, ACOE, USFWS, NMFS as well as other local, state, and federal agencies. Ms. Rutishauser’s valuable expertise includes re-evaluations for FDOT for state and federal projects, state and federal regulatory permitting, threatened and endangered species surveys, Section 7 consultation, Section 4(f) coordination/consultation, and wetland mitigation design and monitoring. She has also served as the lead scientist for complex design and design-build projects for private sector, public sector and non-profit clients.
